Ministries and divisions received instructions from the federal government to gather data regarding bureaucrats holding foreign citizenship, foreign travel papers, and marriages with foreign citizens, following the Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.

All civil servants must provide a formal declaration within 90 days following the notification of these rules in the official Gazette, according to an office memorandum released on October 21, 2026.

Officials must detail their own nationality along with that of their dependents, report any foreign travel papers they possess, and disclose marriages to foreign nationals.

Penalties For False Statements

Rule 3(4) states that omitting the declaration or providing incorrect information amounts to misconduct under the Civil Servants (Efficiency and Discipline) Rules, 2020.

All ministries and divisions received a request from the Establishment Division to compile and submit consolidated data concerning the officers under their authority.

The Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group (SG), and Office Management Group (OMG) are excluded from this directive.

The gathered details must specify the officer name, rank, and basic pay scale, confirmation of whether the declaration was filed, alongside foreign citizenship or travel paper status for both the official and their dependents.
