Sources told ProPakistani that the Prime Minister's Inspection Commission instructed the National Highway Authority to set up a temporary road connecting the Islamabad Model Jail in Sector H-16 to Kashmir Highway ahead of the facility's official opening.

Because construction of the planned interchange has not started under the relevant Public Sector Development Program, the commission asked to revive an earlier proposal for a temporary slip road.

This request arrives as the initial phase of the delayed prison project nears its inauguration. The temporary route aims to ease travel for official vehicles, visitors, and other commuters, while stopping traffic jams during the event.

The National Highway Authority received instructions to submit its past proposal for the road link again.

Access difficulties go back multiple years. The National Highway Authority reportedly approved an interchange linking the prison to Kashmir Highway with signal-free access back in May 2016.

The Ministry of Interior told the National Highway Authority to build the interchange in April 2018. Two months later, the Capital Development Authority received instructions to make a temporary access road while waiting for the permanent interchange to finish.

Back then, visitors reached the prison location via a dirt path running across fields. Problems with land ownership and payments also impacted the planned construction.

Even with those past choices, the road connection stays unresolved as the facility gets ready to open.

Repeated Delays

The Islamabad Model Jail project encountered continuous delays. The federal government acted to speed up construction in July 2024, expecting the Capital Development Authority to take over building work from the former Public Works Department.

Media reports from September and October 2026 stated that the government aimed to open the facility in October, and the first phase was finished.

The first phase contains three barracks holding about 1,500 prisoners, a hospital with 35 beds, and extra amenities. This prison aims to cut down Islamabad's need to use Adiala Jail in Rawalpindi for capital prisoners.

The temporary slip road addresses the current issue while building on the permanent interchange waits.
