Islamabad's 10th Avenue construction sits unfinished and exposed to damage due to a lack of money, as detailed in a recent official report submitted to the National Assembly by Interior Minister Syed Mohsin Raza Naqvi.

Originally cleared with a budget of Rs. 12.14 billion, the development carried a 21-month timeline starting on March 21, 2022. Planners expected a finish date of December 20, 2023, but the site remains incomplete while the official budget stays unadjusted.

Total spending has hit Rs. 4.09 billion based on the ministerial statement. Between the 2021-22 and 2024-25 fiscal years, the federal administration disbursed Rs. 4.14 billion, falling short of what was needed to finish on time.

No Funds Allocated for 10th Avenue in FY2025-26

Budgetary plans for the 2025-26 fiscal year left out the project entirely, and money stopped flowing once that period began, the document noted.

Disbursements by the government reached Rs. 2.96 billion in FY2021-22, Rs. 1.63 billion in FY2022-23, Rs. 400 million in FY2023-24, and Rs. 627.09 million in FY2024-25.

Recorded spending matched those years at Rs. 1.43 billion, Rs. 1.63 billion, Rs. 400 million, and Rs. 625.99 million. Slow progress stems directly from monetary shortfalls and late disbursements during the work phase.

Neither the Capital Development Authority nor the contractor, National Logistics Cell, bears blame for the setbacks, according to the minister's statement.

Instead, delayed disbursements and inadequate capital caused the halt.

Partially built structures now face environmental wear due to the extended pause. The document warns that restarting the site might demand extra rebuilding work, raising expenses for public funds.

Observers recommend supplying proper capital via the Public Sector Development Programme to speed up building and reduce extra expenses.

An official request asking for Rs. 8.05 billion is currently pending with the Ministry of Planning, Development and Special Initiatives.

Project finalization relies entirely on securing enough money and getting it on schedule, the minister confirmed.
