During a session on Monday, the Senate Standing Committee on Science and Technology instructed the Pakistan Cosmetics Manufacturers Association to complete its registration while examining the Pakistan General Cosmetics Bill 2026. Authorities in the federal government have given initial approval to establish fresh legislation for the cosmetics industry in order to restrict illegal trade.
Senator Kamil Ali Agha led the committee meeting, stating that exclusive privileges cannot be granted to any single group. He noted that an organization ought to register with the Securities and Exchange Commission of Pakistan upon reaching 100 members, adding that the legislation should avoid implying that only one group is permitted to register.
Representatives from the Law Ministry explained that an organization cannot receive recognition inside the statute prior to official registration.
Raza Hayat Harraj, the Minister for Defence Production, stated that the legislation will restrict illegal trade within the beauty products market. He mentioned that the cosmetics manufacturers group will secure a seat on the board.
Committee members heard from officials that the Pakistan Cosmetics Manufacturing Association holds registrations with all appropriate bodies. They stated that the upcoming regulation will expand its reach to include both producers and importers.
The committee leader inquired if any amendments had been drafted for the bill. When Senator Afnanullah asked if concerned bodies felt content with the draft legislation, cosmetics representatives replied that they liked it. On the other hand, officials from the PCMA raised objections regarding Sub-clause 4 of Clause 2 in the amendment bill.
Harraj reported that the title All Pakistan General Cosmetics Association has been chosen, warning that registration will fail if there is no consensus on the title. He also stated that authorities have no intention of harming the group's past recognition and history.
