All registered textile spinning units received an order from the Federal Board of Revenue to set up video surveillance cameras by November 15, 2026, for electronic oversight of natural, synthetic, and blended fibre processing.

Sales Tax General Order No. 30 contained this directive. Cotton, polyester, viscose, wool, and acrylic fibres handled in loose, unbaled, or other non-bale forms will be tracked via video surveillance and video analytics.

The Federal Board of Revenue stated that this setup works alongside the cotton bale monitoring mandated by Sales Tax General Order No. 08 of 2025. That prior order stays active, and the new mandate supplements it.

Cameras are required at hopper bale openers, hopper feeders, weighing hoppers, blending feeders combining natural and synthetic fibres, designated synthetic fibre blowroom lines, waste openers, and recycling lines, per the new order. Locations where fibres are stored or mixed prior to blowroom transfer must also be covered.

Vendors of board-approved video analytics systems were instructed by the Federal Board of Revenue to link these cameras to their platforms. These vendors must guarantee that the setups can identify, count, and measure quantities of loose or unbaled fibre supplies.

The order mandates that every system deliver:

  • real-time video recording of the production process
  • instant receipt of production-related data
  • identification and counting of items
  • immediate transmission of data to the FBR's central control unit
  • record retention
  • detection of unexpected stoppages
  • quantitative analysis of production
  • data analytics for use in legal proceedings

Immediate implementation applies to the new directives.
