Civil Judge Nasiruddin directed the Chairman of the Capital Development Authority to attend the upcoming hearing in person, issuing a formal show-cause notice because the agency failed to execute a 26-year-old court decision.

Entitled Muhammad Rashid versus Chairman CDA, the lawsuit focuses on a judgment originally delivered in the year 2000. According to Muhammad Rashid, the CDA took possession of his property long ago but neglected to deliver entitlements guaranteed through its resettlement framework.

Although the Supreme Court of Pakistan affirmed the initial judgment later on, the agency still has not executed the directives fully despite numerous rulings. Consequently, the local court had earlier issued warrants for the arrest of the CDA chairman over the same dispute.

Counsel Barrister Hasnain Haider Thaheem appeared on behalf of the petitioner, urging the judge to guarantee full and proper enforcement of the ruling. The bench then dispatched the show-cause notice and ordered the chairman to show up personally.

Lt. General (Retd.) Sohail Ashraf currently heads the CDA and functions as the Chief Commissioner of Islamabad. His appointment by the federal government took place in April 2026, succeeding Muhammad Ali Randhawa.

This dispute aligns with other legal actions directed at CDA leadership during the current year. The Islamabad High Court initiated contempt proceedings against the agency chief in January 2026 concerning a different issue, while various property holders submitted similar complaints regarding postponed compensation.

Local inhabitants view the proceedings as evidence of sluggish compensation delivery, noting that the CDA took private land while holding back payments. The personal summons directed at the head of the authority indicates increasing judicial annoyance regarding compliance failures.

Authorities have not disclosed the exact date for the upcoming session, but the chairman is required to attend personally when proceedings resume.
