The federal government has eliminated the five-year age restriction on the commercial import of used vehicles, with the change taking effect on July 1, 2026, according to the Ministry of Commerce.
The ministry sent an office memorandum dated October 30, 2026, to the Federal Board of Revenue (FBR) after seeking clarification on whether the rule would still apply after June 30.
Earlier, commercial imports of used vehicles under PCT headings 8702, 8703, 8704 and 8711 were limited to cars no older than five years and had to meet environmental and safety standards set by the Ministry of Industries and Production and the Engineering Development Board (EDB).
The ministry explained that the age limit was lifted following a decision approved by the Economic Coordination Committee (ECC) and the Federal Cabinet, but importers must still adhere to other relevant import policy requirements and prescribed standards.
Used vehicle imports are rising in Pakistan; government sources said 2,276 used vehicles entered the country in September 2026, up from just 48 in May. The government also introduced an extra 40% duty on commercial used-vehicle imports, which will be reduced by 10 percentage points each year until FY2030.
