Islamabad Launches Care1166 Health Complaint Management System
Federal Minister for National Health Services Syed Mustafa Kamal on Wednesday inaugurated the Care1166 Health Complaint Management System at the Federal Directorate of Immunization (FDI). The launch introduces a centralised digital platform designed to register public grievances and improve institutional accountability across the health sector. Residents of Islamabad can now lodge complaints concerning the Ministry of National Health Services and its attached departments through a single helpline, 1166. This digital transformation eliminates the traditional requirement to visit multiple government offices in person to seek redress for health-related problems.
The platform makes it significantly easier for citizens, particularly those residing in remote areas, to contact the relevant authorities by phone. Through this hotline, health-related concerns are formally recorded and routed for official action. According to the ministry, every grievance submitted through the system is automatically referred to the appropriate department or designated officer. The progress of each case is then tracked meticulously from the moment of registration through to its final resolution.
How the Care1166 Central Dashboard Works
A central dashboard forms the technological core of the Care1166 initiative. This dashboard records every individual complaint, identifies the specific officer responsible for handling the matter, and documents all steps taken to address the issue. The health minister retains direct access to the dashboard from his office. This high-level visibility allows the minister to review pending complaints personally and monitor how relevant departments respond to public concerns in real time.
Beyond simply registering grievances, the system ensures that every complaint receives proper follow-up. Authorities can monitor their own efforts to resolve issues, creating an internal paper trail that deters negligence. Furthermore, the ministry stated that data collected through the platform will help identify recurring healthcare problems. By analysing complaints received from the public, health officials can spot disease trends and systemic failures in different areas.
Scope of the New Health Grievance System
In its initial phase, the Care1166 platform focuses specifically on complaints concerning government hospitals and dispensaries located in Islamabad. Designated officers stationed at these respective healthcare facilities carry the responsibility of ensuring that grievances are addressed promptly and effectively. The platform maintains a centralised and traceable record of all hospital-related complaints. This capability empowers the Ministry of Health to monitor public feedback and evaluate service delivery across all government-run healthcare facilities in the capital.
Public administration experts note that grievance mechanisms historically suffered from a lack of inter-departmental coordination. By centralising records, the new system prevents complaints from disappearing between administrative divisions. Citizens no longer need to wonder which bureaucrat holds their file, as the digital platform assigns accountability directly to a named officer from the start.
Benefits for Marginalized Communities and Low-Income Households
The ministry emphasized that the initiative will prove particularly beneficial for women, low-income households, and marginalized communities. These groups often face social and logistical barriers when attempting to navigate bureaucratic offices. By providing a remote, telephone-based option to raise concerns directly with government authorities, the platform lowers the cost and effort required to demand better public services.
Transparent communication channels help bridge the gap between ordinary citizens and state institutions. When patients from underprivileged backgrounds can lodge complaints without fear of local pushback, health administrators receive a more accurate picture of ground-level realities. This feedback loop is essential for resource allocation and staff supervision in public clinics.
Improving Transparency and Institutional Accountability
The overarching goal of the Care1166 platform is to promote transparency and improve institutional accountability within the public health framework. By shifting from paper registers to a digital tracking environment, the government can systematically assess the quality of public healthcare services. The systematic monitoring of complaints and their resolution offers a quantitative metric for institutional performance.
As the system matures, the ministry plans to use performance data to reward responsive facilities and intervene in chronically underperforming clinics. Citizens in Islamabad now possess a direct tool to hold the public health apparatus accountable, marking a structural shift in how patient grievances are handled at the federal level.
