Amid the Iran-US war, the federal government cleared an updated pricing structure for Motor Spirit petrol and instructed oil refineries to transfer the resulting financial savings directly to buyers via equivalent price cuts.

The Ministry of Energy Petroleum Division released a notification on October 30, 2026, stating that the Federal Cabinet endorsed this modified formula after the Petroleum Division put forward a formal summary. Based on this ruling, petrol import costs will now rely on the actual purchase expense of the specific Pakistan State Oil cargo.

Officials will apply the premiums, incidentals, and customs duty from the most recent available cargo whenever the actual import cost for daily price computations remains absent.

Refineries also received permission to compute ex-refinery petrol prices by applying the premiums, incidentals, and customs duty rates that stood on March 7, 2026, prior to the outbreak of war, for a duration of 30 days.

Under this updated framework, refineries must surrender the gap between the established import price and the ex-refinery price into the Petroleum Levy account. This financial advantage must reach petrol buyers through matching drops at the pump.

Additionally, the official directive instructs refineries to pay the differential petroleum levy in line with price notifications from OGRA. They must also send daily reports of domestic petrol sales alongside CPPA calculations to the Petroleum Division and OGRA for reconciliation and verification.

Major facilities impacted by this updated system include Pak-Arab Refinery, Pakistan Refinery, Attock Refinery, National Refinery, Cnergyico Refinery, and ENAR Petroleum Refining Facility.
