Pakistan is making preparations to secure $500 million from the domestic bond market of China in 2027, aiming to obtain new funding without depending on backing from the Asian Development Bank or the Asian Infrastructure Investment Bank.

This planned sale arrives while Islamabad faces difficulties fully refinancing $1.3 billion in Chinese commercial loans previously repaid, as the government anticipated that capital would return through refinancing.

While authorities have gathered some money since then, the complete sum is still unpaid, leading officials to investigate different funding routes.

Pakistan Explores Chinese Credit Enhancement Support

The Ministry of Finance started work for the next stage of the Panda bond initiative, with the sale anticipated during the latter half of the present fiscal year, spanning January to June 2027, stated sources acquainted with the situation.

Authorities are looking at engaging Chinese credit enhancement organizations to back the deal, which could let Pakistan enter the market absent backing from global development lenders.

Insiders mentioned that Pakistan acquired useful knowledge from the initial Panda bond rollout in May 2026, even though the first sale demanded substantial preparation to satisfy the criteria of China's internal financial market.

"We now have the experience, and some form of Chinese credit enhancement is likely to be used to raise $500 million through the second phase in the coming months," an official said.

Pakistan's First Panda Bond Raised $258 Million

Pakistan moved into the renminbi bond market of China during May 2026 via a 1.75 billion yuan offering, worth about $258 million, supported by backing from the Asian Development Bank and the Asian Infrastructure Investment Bank.

The initial bond went out to fund the Sustainable and Green Infrastructure Project, representing the country's initial entry into the internal capital market of China.

The development banks stated that this deal was the initial bond carrying less than total guarantee coverage to secure a domestic AAA rating, setting a standard for employing partial credit guarantees to draw private investment toward emerging economies.

Second Issuance Expected in April or May 2027

Money raised from the initial Panda bond was designated for development and infrastructure needs, covering water management, energy dependability and efficiency, plus medical capacity.

The administration also works to broaden its funding streams and gather capital for green infrastructure through the Chinese capital market.

The upcoming sale is anticipated during April or May 2027, aiming for a $500 million goal. Should it finish on schedule, the two Panda bond sales by Pakistan will produce roughly $758 million in combined funds throughout the present fiscal year.
