Islamabad Capital Territory (ICT) Police have announced a six-day schedule for their mobile facilitation vans, which will provide driving licence and other police services at 18 locations across the federal capital from November 2 to 7, 2026.

According to an ICT Police official, three mobile units, including a Police Station on Wheels and two facilitation vans, will visit universities, residential areas and public places to make police services more accessible.

The mobile units will operate daily from 8:30 AM to 5:00 PM. Services will include missing reports, police character certificates, learner driving permits, driving licence renewals, duplicate licences and driving test sheets.

Why Mobile Police Services Matter in Islamabad

Since the launch of the Police Station on Wheels concept in 2018, the ICT Police have used mobile units to reduce the distance citizens must travel to obtain routine documents. The capital's sprawling layout, with academic campuses spread across sectors H-9, H-11, I-12 and beyond, often forces residents to commute to the central police headquarters on foot or by public transport, incurring time and cost. By bringing services directly to campuses and neighbourhoods, the police aim to cut waiting times, improve record-keeping and deter informal payments.

Experts from the National Institute of Public Administration note that mobile facilitation aligns with the broader e-governance agenda introduced under the Pakistan Digital Governance Act of 2020. The act encourages ministries to deliver services through digital or on-site kiosks, and the police's mobile vans are a practical extension of that policy.

What Services Are Offered On-Site

Each mobile unit is equipped with a portable computer system linked to the national police database. Citizens can file missing person reports, obtain police character certificates for employment or travel, apply for learner driving permits, renew existing licences, request duplicate licences and receive official driving test sheets. The vans also carry biometric scanners to capture fingerprints and photographs, ensuring that records are updated in real time.

For students, the convenience is significant. A typical licence renewal at the main police headquarters can take up to two hours, including queuing and verification. On a university campus, the same process can be completed within 15-20 minutes, freeing students to attend classes.

How to Contact the Mobile Units

Citizens can contact the facilitation service in-charge, Sub-Inspector Nazia Rafique, at 0313-6260626 for further information. The mobile units also have dedicated lines:

  • Police Station on Wheels: 0313-5235946
  • Van-I: 0315-5798711
  • Van-II: 0300-2322883

All numbers are toll-free within Pakistan and operate during the same 8:30 AM-5:00 PM window.

Impact on Residents and Businesses

Local businesses near the scheduled sites are likely to see increased foot traffic, as citizens combine licence renewals with shopping or dining. Moreover, the initiative helps small-scale transport operators, such as ride-share drivers and taxi owners, maintain valid licences without losing a day's earnings.

From a law-enforcement perspective, the mobile vans enable the police to update citizen records more frequently, which aids in background checks and improves the accuracy of crime-statistics databases. The presence of a Police Station on Wheels also serves a deterrent function, offering a visible reminder of police accessibility.

What Comes Next

The ICT Police have indicated that the mobile facilitation programme will be evaluated after the November 2-7 run. Metrics such as the number of licences processed, citizen satisfaction scores and the volume of missing-person reports filed will be compiled. Depending on the outcome, the police may expand the schedule to cover additional sectors or repeat the six-day circuit later in the year.

Citizens interested in future mobile-unit dates should monitor the ICT Police official website or follow the department's verified social-media channels, where announcements are posted weekly.
